Navy’s fastest ship sails to new homeport

CALIFORNIA—“Requesting permission, sir, to carry out the mission to return to the Philippines.”

As the BRP Gregorio del Pilar leaves the US Coast Guard dock in Alameda, California, the crew unfurls a banner.

Philippine Navy Captain Alberto Cruz uttered these all-important words softly, almost privately—away from the chatter of supporters and onlookers—to the Flag Officer in Command (FOIC) of the Navy, Vice Admiral Alexander Pama, at around 1530 hours on July 18 in Alameda, California.

With permission granted, Cruz then boarded the BRP Gregorio del Pilar to steer the new crown jewel of the Philippine Navy on her journey of approximately a month to her new homeport.

Earlier, the rituals of departure that naval tradition calls for whenever a ship is deployed on an important mission were conducted by the ship’s 95-person crew, leaving the crowd of about a hundred supporters tearful.

The emotion of the moment was not lost on the ex-Philippine Navy officers present (all of them alumni of the Philippine Military Academy, where Pama, Cruz and the other top officers of the BRP GdP also graduated from) as they remembered their years aboard the rickety ships of the Navy and watched with a large amount of pride this big new ship the likes of which they could only dream about when they were in active service.

It took more than an hour before the former Hamilton class cutter was actually able to leave port. A minor propeller problem had to be repaired before the U.S. Coast Guard tugboat could steer it out of the dock. When she finally sailed, the dwindled crowd of wellwishers cheered and waved tiny Philippine flags as the crew unfurled a hastily made banner that said, “Maraming salamat sa inyong lahat.”

Pama, recording the departure on both his cell phone and tablet computer, was visibly proud as he watched the 92 men and three women under his command sail away. Earlier, in a moment of nostalgia for his days aboard ship, he had wished that he was on board with them.

Fastest, biggest

The BRP Gregorio del Pilar is the first of three major vessels the Philippine Navy will acquire “hopefully by the end of the year,” according to Pama.

Funding for the acquisitions—part of the military modernization plans of the Aquino administration—will come from the Department of Energy’s six billion-peso allotment for oil exploration and coastal protection.

It will not be the first time this particular ship – the WHEC-715 – will dock in the Philippines.

On her initial deployment in 1969, she sailed from Panama to Subic Naval Base, where she docked for four days before proceeding to South Vietnam to carry out the mission of preventing weapons smuggling from North Vietnam at the height of the war.

After her wartime mission, the 715 was used by the US Coast Guard for anti-drug smuggling duties and rescue operations in various countries until her final decommissioning last March.

The Philippine government bought the Hamilton class cutter early this year for approximately US$13 million (Php450 million) under the Foreign Military Sales (FMS) program.

Once the largest ship of the American Coast Guard, this is the first gas-turbine jet engine-powered vessel in the Philippine Navy fleet, making it the fastest, biggest and most powerful among the service’s aging inventory.

She is described as “a high endurance cutter with close-in weapons system” and features a helicopter flight deck with a retractable hangar, with capabilities for rescue operations and maritime law enforcement.

At the helm of the BRP Gregorio del Pilar is Navy Captain Alberto Cruz, a graduate of the Philippine Military Academy (PMA) Class of ’88.

Elite Crew

Not an easy task considering that this is the first time he and his crew will traverse this lengthy route, and the first time they will navigate this ship with her unfamiliar technology for an extended period in the open sea without the assistance and know-how of its former American crew.

An amiable, soft-spoken guy whose easy-going style belies years of experience in commanding naval ships and people, his all-important mission is to deliver this very valuable vessel across the Pacific to the Philippine waters safe and intact.

To top it all, they will be arriving in the Philippines right smack into typhoon season.

But if there’s any group up to the challenge, it’s this crew of naval officers and sailors who have been handpicked by the Philippine Fleet Command (a special committee of top naval officials) based on their exemplary service and experience.

“It’s safe to say that this crew, from the Commanding Officer down to the lowest ranking enlisted man, is the ‘crème de la crème’ of the Philippine Navy,” retired Philippine Navy Captain Archie Almario says.

“You don’t send someone with a checkered service record to an international mission as important as this. This [assignment] is both a recognition of their talents and a reward for their good work.”

Cruz and the seven other naval officers and 13 enlisted men/engineers that formed the initial group that trained with the Hamilton command were assigned in various naval ships stationed in different areas of the archipelago when they got the call from their superiors last January. Report to [the Philippine Navy headquarters] Manila for a new assignment was the missive. There they were told of the government’s acquisition and the role they would play in the process.

As commanding officer, Cruz had his complete crew already chosen for him. Among the seven are the executive officer Navy Commander Reynaldo Lopez (PMA Class 1992) and Lieutenant Junior Grade Andrelee Mojica (the valedictorian of PMA Class of 2007), the damage control officer, who is one of three women officers on the ship.

‘Lost command’

The first weeks of their new assignment were a whirlwind of activities for the chosen 21.

All underwent rigorous physical exams and intensive neuro-psychiatric evaluations (NPE), the latter crucial in determining whether each person had the mental and psychological capacity to withstand the challenge of being away from their families for an indeterminate period, the stability to face up to the pressure-cooker demands of a new environment in a different country, and the rigor to learn new technologies and procedures within a relatively short period of time.

Cruz credits the NPE evaluation for the relatively problem-free dynamic that currently governs the quality of interaction among the ship’s crew. “We had met each other before [this mission], but only casually,” the commanding officer says. “But somehow we bonded immediately.”

On February 25 this year, the group landed in San Francisco and were immediately whisked to Alameda (about 20 minutes away) to board the USCGC Boutwell, the sister ship of the Hamilton, for hands-on training.

What they didn’t anticipate was that they would be cut off from all communications with the outside world for two full months as the Boutwell crew carried out a highly classified US Coast Guard anti-drug smuggling operation that brought the vessel to as far as Ecuador and El Salvador.

With no telephone or Internet access, the Filipino navymen on board joked among themselves that they had become a “lost command.” Worse, they had to endure meals without rice for weeks on end, which as we know, is tantamount to torture for Filipinos from the Philippines.

“We had salad, potatoes, meat, potatoes and potatoes,” one of them remarked. No wonder they had to go through the NPEs. They were only allowed to check in with their families when the tsunami in Japan happened.

When the Boutwell returned to San Diego, the Hamilton cutter was ready to sail for Alameda for the formal turnover to the Philippine government. Cruz and his crew were given permission to ride with the ship to her new destination, but as passengers, since training on the actual vessel (already named Ex Hamilton after its decommissioning) would start only after the May 13 ceremony.

With the Hamilton rechristened Gregorio del Pilar, Cruz took command of the vessel.

The rest of the crew were flown in from the Philippines to work alongside their American counterparts. By then, the original 21 have had enough experience with gas turbine engine technology to be confident that they would be able to get the ship to sail.

For a journey across the Pacific, however, more weeks of intense training were required.

Finally, in early July, they did a four-day run at sea along the coast of California for a test of the crew’s capabilities and the ship’s sea-worthiness. After that, the American trainors de-boarded and the Filipino naval officers and men were on their own.

As soon as she reaches her new homeport, the BRP Gregorio del Pilar will undergo some refurbishing before deployment to the Spratlys.

When confronted with the usual saber-rattling by powerful nations during territorial disputes, the Philippines now has a gleaming big saber to brandish in return.—Newsbreak

By Jaime Laude - The Philippine Navy’s newly acquired cutter from the United States (US) Coast Guard is arriving in the country in three weeks’ time and after some refinements will be immediately deployed to secure the country’s territorial waters in the West Philippine Sea, Navy chief Vice Admiral Alexander Pama said yesterday.

Pama flew to California yesterday in time for tomorrow’s sendoff of BRP Gregorio del Pilar (PF-15) for a long voyage home, with stopovers in Hawaii and Guam for replenishment.

“The sendoff will signal the last activities for BRP Gregorio del Pilar in the US and to start its journey to the Philippines,” Pama said.

He said Philippine Ambassador to the US Jose Cuisia Jr., US Coast Guard Pacific Area and Defense Force West commander Vice Admiral Manson Brown and Philippine defense and Armed Forces attaché to the US Navy Capt. Antonio Habulan Jr. will be around during the official sendoff ceremony.

Aside from the BRP Gregorio del Pilar, the government is also shopping for additional military assets in the US in line with the capability upgrade program of the Armed Forces of the Philippines (AFP), to be used for its territorial defense amid the increasing tension in the West Philippine Sea brought about overlapping claims over the Spratlys.

A former USCG cutter, the Hamilton Class vessel, which is also classified as Weather High Endurance Cutter (WHEC), will first undergo refinements in its weapon and electronic systems upon its arrival before its deployment for maritime security operations in Palawan.

To accommodate the newly acquired PF-15, Pama said the Navy is putting up a naval base in Hulugan Bay fronting the West Philippine Sea, which will serve at the vessel’s homeport.

The scheduled deployment of PF-15 in the West Philippine Sea is expected to further boost the Navy’s platform in the hotly contested region to include maritime security operations for the Malampaya project west of Palawan.

“The Philippine Navy intends to use this multi-mission vessel for operations such as maritime security patrols and search and rescue. But more importantly, it will be deployed to aid in the maritime security of the Malampaya project,” Pama said.

While PF-15 is classified as a WHEC in the US, the Philippine Navy has refitted and refurbished it as a surface combatant ship with a type code of “P” for patrol and is further classified as a frigate with a type code of “F,” hence the designation of “PF.”

The vessel is powered by combined diesel engines and gas turbines and is equipped with a helicopter flight deck, a retractable hangar, and facilities to support helicopter operations.

With a total length of 378 feet, 42 inches beam, the BRP Gregorio del Pilar will be the Navy’s flagship.

Navy chief: 95 sailors to man new warship from US

At least 95 Filipino sailors will man the Philippines' newest and biggest warship "BRP Gregorio del Pilar" in its voyage from the United States to the Philippines.

In a radio interview on dzRH radio on Monday, Navy flag officer-in-command Rear Admiral Alexander Pama said the ship will begin its trip to the Philippines on Monday (US time).

"Meron tayong 95 matipunong mandaragat na sasakay sa barko. Sila mismo maglalayag nito magiging tripulante ng barkong ito," said Pama, who is in San Francisco.

He said there will be a send-off ceremony on Monday (US time) before the ship leaves port for the Philippines.

Pama expressed confidence Filipinos will be satisfied with the capabilities of the ship, which was a former Hamilton-class US Coast Guard cutter.

The Philippines formally acquired the cutter on May 13.

"Mukhang masisiyahan ang ating kababayan pagdating diyan. Naka-schedule ito maglayag bukas. Harinawa tuloy-tuloy ito, bukas ating ise-sendoff ito para sila makalayag papunta sa Pilipinas," Pama said.

On Sunday, Malacañang said the BRP Gregorio del Pilar, which will patrol areas near the West Philippine Sea (South China Sea), will not likely to agitate China.

Deputy presidential spokesperson Abigail Valte said President Benigno Aquino III had told the Philippine Navy that the government will upgrade the equipment of the Armed Forces to boost its capability to protect the country’s territory.

The ship will be used to ensure maritime security of the Malampaya Project, which is in the west of Palawan in the waters near the disputed Spratly Islands. - VVP, GMA News

Pama will join the sendoff for the new PN ship BRP Gregorio del Pilar (PF-15) for her three week voyage to the Philippines.

The Navy chief said the sendoff will the signal the last leg of activities for BRP Gregorio del Pilar in the US and will start the first leg of its journey for the Philippines.

"All preparations have been made for this long trip home as the actual send -off takes place on July 18, 2011 at 4 p.m." said Pama who will be flying to the US for the activity. The ship was turned over to the Philippine government on May 13 during rites attended by Philippine Ambassador to United States Jose L. Cuisia Jr., US Coast Guard Pacific Area and Defense Force West Commandnder Vice Admiral Manson K Brown, and Philippine Defense and Armed Forces Attache to the US PN Captain Antonio A. Habulan Jr.

Navy spokesman Col. Omar Tonsay said the send-off marks the second leg in the PF-15's voyage towards Philippine Maritime Security Operations, the first being the turnover.

MANILA, Philippines — A Hamilton-class cutter of the United States Coast Guard will set sail from San Francisco, California, USA for the Philippines on July 18 to begin its new life as a ship of the Philippine Navy.

Philippine Navy Flag Officer-in-Command Vice Admiral Alexander Pama will join the send-off for the ship, which will be christened BRP Gregorio del Pilar, for her three-week voyage to the Philippines.

Pama said the send-off will signal the last leg of activities for Gregorio del Pilar in the US before it heads for the country.

“All preparations have been made for this long trip home as the actual send-off takes place on July 18, 2011 at 4:00 p.m.,” said Pama who will be flying to the US for the activity.

The ship was turned over to the Philippine government last May 13 during turnover rites attended by Philippine Ambassador to the US Jose L. Cuisia Jr., US Coast Guard Pacific Area and Defense Force West Commander, Vice Admiral Manson K. Brown; and Philippine Defense and Armed Forces Attache to the US, Navy Captain Antonio A. Habulan Jr. Aside from Pama, Philippine Deputy General Consul to San Francisco Wilfredo Santos will also attend the send-off for the Gregorio del Pilar.

The Navy’s spokesman, Col. Omar Tonsay, said the cutter was acquired through the United States Excess Defense Act (EDA) using Department of Energy Malampaya Project funds.

The ship will stop over in Hawaii and Guam for replenishment before continuing on to the Philippines.

Gregorio del Pilar was largely used by the US Coast Guard for drug and migrant interdiction, law enforcement, search and rescue, living marine resources protection, and defense readiness.

The Philippine Navy intends to use the multi-mission vessel for maritime security patrols and search and rescue.

More specifically, it will be deployed to aid in maritime security in the Malampaya Project west of Palawan, an area where there are several oil exploration projects.

The ship was specifically designated as a Weather High Endurance Cutter (WHEC). In the Philippines, it will be re-classified as a Surface Combatant Ship with a “Type Code” of “P” for Patrol and is further classified as a Frigate with a “Type Code” of “F”, hence the designation of “PF”.

Pama said the ship is powered by combined diesel engines and gas turbines and equipped with a helicopter flight deck, a retractable hangar, and facilities to support helicopter operations.

The Gregorio del Pilar measures 378 feet from bow to stern and has a displacement (Full Load) of 3,390 tons.

It has a maximum speed of 26 knots and a range of 14,000 nautical miles.

It can stay at sea for 30 days and has a crew of 18 officers and 144 enlisted men

Philippine Navy acquires biggest warship

The biggest ship ever to be acquired by the Philippine Navy, the renamed BRP Gregorio del Pilar, will begin its three-week journey to the Philippines from California on Monday.

The 378-foot Hamilton-class cutter is a decommissioned United States Coast Guard patrol vessel that the Philippines was able to acquire under the United States Excess Defense Act.

(The cutters are called “Hamilton class” after their lead ship, the Hamilton, named after Alexander Hamilton, the first US Secretary of the Treasury.)

Armed Forces Chief Eduardo Oban Jr. earlier said the transfer cost to the government was around P450 million.

The money used for its acquisition came from the Department of Energy’s Malampaya project funds, according to Lieutenant Colonel Omar Tonsay, chief of the Navy’s public affairs office.

While the ship—until recently the largest class of vessel in the US Coast Guard—was designated as a “weather high-endurance cutter” in the USCG, in the Philippine Navy it is classified as a “surface combatant ship” or a warship, said Tonsay.

It will be used for, among other purposes, defending the country’s interests in the West Philippine Sea (South China Sea), particularly in waters near the disputed Spratly Islands, according to the Navy.

The send-off in San Francisco will be attended by Navy Flag Officer in Command Vice Admiral Alexander Pama and Philippine Deputy General Consul to San Francisco Wilfredo Santos.

“The send-off will signal the last leg of activities for BRP Gregorio del Pilar in the US and will start the first leg of its journey to the Philippines,” said Pama.

Long trip home

“All preparations have been made for this long trip home as the actual send-off takes place on July 18 at 4 p.m.,” he said in a statement.

The journey will include stopovers in Hawaii and Guam for replenishment.

The Del Pilar, or PF-15, was turned over to the Philippine government on May 13 during turnover rites led by Jose L. Cuisia Jr., the Philippine ambassador to the United States, and Vice Admiral Manson K. Brown, the US Coast Guard Pacific Area and Defense Force West Commander.

The vessel, whose two 1,800 horsepower gas turbines can propel it to speeds of up to 28 knots, was renamed the BRP Gregorio del Pilar, or PF-15 (the type code designating it as a patrol frigate).

It is the biggest ship ever to be acquired by the Philippine Navy at 378 feet long, with displacement weight of 3,390 long tons. It can stay at sea for 30 days without refueling, and has a crew capacity of 180.

Powerful facilities

It is powered by combined diesel engines and gas turbines and equipped with a helicopter flight deck, a retractable hangar, and other facilities to support helicopter operations.

The Del Pilar will replace the 306-ft BRP Rajah Humabon, a Cannon-class destroyer-escort built during World War II, as the country’s biggest warship, said Tonsay.

The Hamilton-class cutter was largely used by the US Coast Guard for “drug and migrant interdiction, law enforcement, search and rescue, living marine resources protection, and defense readiness,” Tonsay said.

“The Philippine Navy, on the other hand, intends to use this multimission vessel for operations such as maritime security patrols and search and rescue,” he said.

“But more specifically, it will be deployed to aid in the maritime security of the Malampaya Project west of Palawan,” Tonsay said.

In a forum in May, Oban said the Del Pilar would be deployed to the Palawan area, “purposely to patrol our maritime area there and protect our territorial waters as well.”

Military modernization

The Philippines has sought to modernize its military following a series of incidents with China, particularly in the Spratlys, a reputedly oil- and gas-rice chain of islets claimed wholly or in part by the Philippines, China, Malaysia, Brunei, Vietnam and Taiwan.

The Philippines has accused China of repeated intrusions into Philippine-claimed territories in the West Philippine Sea that lie well within its exclusive economic zone.

On Friday, Oban said the AFP had recorded no new foreign intrusions in the area since June.

“That means we’re doing good in terms of our presence,” he said.

“What I’m saying is there are fewer incidences of intrusion unlike the first four to five months of the year when we have seen increased level of intrusion,” he said.

He said the AFP would maintain “vigilance on all fronts” in protecting Philippine waters.

“Our mandate is to patrol our exclusive economic zone. Whether there is threat or not we have to enforce maritime and environmental laws,” Oban said.

Philippine Navy’s indie film tilt

The Philippine Navy (PN), in cooperation with the Cultural Center of the Philippines, recently launched its first-ever Independent Film Competition in commemoration of its 113th anniversary.

Open to all Filipino filmmakers, the competition highlights this year’s PN anniversary theme: Philippine Navy: A Vital Partner for Peace, Security, and Development of our Maritime Nation. It is considered a new concept in the list of Philippine Navy community relations activities following the previous annual essay-writing contest participated in by PN personnel and their dependents. With the thought of enhancing PN efforts to harness the spirit of competition among Navy affairs enthusiasts, the competition hopes to feature the Philippine Navy as a partner in nation building, and at the same time increase the awareness of the Navy to all stakeholders interested in upholding peace, security and development.

The competition is also open to writers, both professional and amateurs, from schools and other independent organizations. The first, second and third prizes are P40,000, P25,000 and P15,000, respectively.

Aquino okays new designation of five generals, flag officers

MANILA — President Benigno S. Aquino, in his capacity as Commander-in-Chief of the Armed Forces of the Philippines (AFP), has approved the designation of five Generals and Senior Officers to key-positions in the military, effective last June.

Upon the recommendation of the Defense Secretary Voltaire T. Gazmin, two Brigadier Generals, two Colonels and a Navy Captain were appointed to key-positions in the AFP by the Republic Act (R.A.) No. 8186, as amended by R.A. No. 9188, otherwise known as the Act Strengthening the Professionalism in the AFP.

Brig. Gen. Cipriano D. Gundao, the former Acting Commander Philippine Air Force Air Logistics Command, now formally holds the said position.

Brigadier General Joel C. Marayag, previously the Commander of the 1st Air Division, is now the Deputy Chief of Staff for the AFP Reservist and Retiree Affairs, J9.

Colonel Luis C. Vinoya Jr., former Chief Army Management Information Center from the Philippine Army, is now the Chairman of the AFP General Headquarters Bids and Awards Committee. Col. Danilo H. Peñafiel, prior to being the Deputy Commander of the Air Education and Training Command of the Philippine Air Force was the Deputy Wing Commander, 355th Aviation Engineering Wing.

Captain Abraham F. Celzo of the Philippine Navy, previously the Deputy Commander is now the Commander of the Naval Forces in Southern Luzon.

"The Armed Forces of the Philippines is committed in further strengthening professionalism within its ranks. The designation of new positions is part of the dynamics of the organization which is vital in carrying out our mission effectively. Plane 'buzzes' Philippine boat in South China Sea

MANILA - An unidentified foreign plane harassed a group of Philippine fishermen in the South China Sea last month in the latest incident in the disputed waters, the Philippine navy said Tuesday.

The fishermen reported the jet flew low over their boat early last month off the Investigator Northeast Shoal, said navy chief Vice Admiral Alexander Pama.

"An unidentified jet buzzed our fishing boat some 20 to 30 feet (6-9 metres) from the top of the mast of the fishing boat," Pama told reporters.

"They were unable to identify the jet; they just said it was noisy and it made them nervous," he said, adding: "Definitely it's not ours."

Asked about the plane's motive, Pama said it was not usual for an aircraft to fly so low over a boat, "so initially it's some sort of a warning, like, 'What are you doing here?'"

The navy said the incident occurred near a shoal claimed by the Philippines that lies between the major western Philippine island of Palawan and the disputed Spratly islands, which are believed to sit on vast mineral resources.

It was the second report of foreign aircraft activity in Philippine-claimed areas of the South China Sea this year.

In May two Philippine air force turboprop planes on patrol near the Spratlys reported two unidentified jets streaking high above them.

Tensions in the strategic and resource-rich South China Sea have escalated in recent weeks, with the Philippines and Vietnam voicing alarm at what they say are increasingly forceful Chinese actions there.

They include Philippine accusations of Chinese forces opening fire on Filipino fishermen, shadowing an oil exploration vessel employed by a Philippine firm, and putting up structures in areas claimed by the Philippines.

Aside from the Philippines, China and Vietnam, the Spratlys are also wholly or partially claimed by Brunei, Malaysia and Taiwan.

Philippine foreign department spokesman Raul Hernandez declined to comment on the navy's allegation, telling AFP he had yet to see the formal report.

MANILA, Philippines -- An unidentified foreign jet recently scared local

fishermen in the area of the disputed Spratly Islands, according to sketchy reports reaching Philippine Navy chief Rear Admiral Alexander Pama.

The foreign jet "buzzed" a local fishing boat at the Dalagang Bukid Shoal, located some 131 miles from Balabac Island in Palawan.

Pama said on Monday the reported intrusion occurred between June 2 and June 4. The local fishermen reported that the jet flew some 20 to 30 feet above the fishing boat, "buzzing" the fishermen and scaring them away.

"These fishermen they couldn't identify the jet. They just reported loud sound above them, then they got nervous," Pama said, citing sketchy information reaching him.

Pama said the jet "was definitely not ours."

The Philippines, China, Vietnam, Malaysia, Brunei and Taiwan all claim territory in the South China Sea, which Manila recently started referring to as West Philippine Sea, after China insisted it had sovereignty even over areas included in the Philippines's 200-mile exclusive economic zone.

Earlier, Defense Secretary Voltaire Gazmin said at least six incursions were made by Chinese troops this year, triggering diplomatic protests from the Philippines.

Earlier, Foreign Secretary Albert del Rosario said the Philippine government might not buy but lease the equipment from the United States, adding the aim is to become a strong US allyManila: The Philippines will not buy second hand naval equipment from its ally, the United States, said a senior official who announced the arrival of long range aircraft that will oversee the country's claim on the contested South China Sea (West Philippine Sea) and the Spratly Archipelago.

The government will soon have very long range patrol aircraft and also watercraft on the West Philippine Sea, facing the eastern seaboard of the country, said Defense Secretary Voltaire Gazmin.

"We have to see if we can afford it," Gazmin also said.

He did not give details about the amount to be spent for the equipment and the manner of payment for the said purchase.

Chinese forces opened fire on Filipino fishermen, harassed a Philippine oil exploration and erected structures on six areas on Philippine territory, the Philippines complained earlier.

Philippine President Aquino called for US assistance because of these problems. Then Manila baptized the South China Sea as the West Philippine Sea.

Like Manila, Vietnam also accused China of activities that increased tension in the South China Sea.

The list of the Philippine government was already given to the US Navy, he added. The new equipment will supplant the F5 fighter jets which were retired in 2005. The Philippine Navy is still using World War II vintage Rajah Humabon, a former US Navy frigate.

In reaction, militant groups said that the Philippine government might have allowed the United States to stockpile naval equipment at the South China Sea.

They also blamed President Benigno Aquino for drawing the US into the contested claims on the South China Sea and the Spratly Archipelago.

In 1991, the Philippine Senate rejected the US-proposed extension of the now defunct Military Bases Agreement. Since then, the Philippines stopped hosting of the largest two US overseas war facilities in central Luzon. The former US Naval Airbase in Olongapo, Zambales and the Clark Air Base in Angeles, Pampanga were transformed into commercial use.

But soon after, the US has proposed to members of the Association of Southeast Asian Nations (ASEAN) for the establishment of non-permanent US bases in the Pacific region.

This was not yet acted upon.

China, Taiwan, and Vietnam claim the whole of the South China Sea. The Philippines, Malaysia, and Brunei claim some parts of the Spratly Archipelago.

Search ended, 10 missing Bicol fishermen presumed dead 4 rescued in 1-week operation after Falcon

LEGAZPI City (July 1, 2011) – Rescue teams of the Philippine Navy, using 2 sea vessels and an aircraft, have ended the search for 10 missing fishermen from Ligao City and the towns of Virac and Bato in Catanduanes province.

An official report on Thursday, (June 30) from the Office of the Civil Defence (OCD) Bicol office and the Regional Disaster Risk Reduction Management Council (RDRRMC) bared that the 10 fishermen lost at sea and will not be searched anymore were identified as:

Rosa Ordan, 54, barangay Basag, of Ligao City;

Antonio Avila Bailon, 40,Nestor Tapit Mandasoc, 53, Vicente Rodriguez Tapit, 40, Paquito Tabios, 40, Rolando Sarmiento Tabios, 30 - all from the coastal village of San Vicente, Virac, Catanduanes;

Denver Sta. Ines, 24, Pedro Balingit, 37, Jason Balingit, 16, and Jonsy Rodriguez, all residents of Binanuahan, Bato, Catanduanes.

Sources from the OCD said that the fishermen left their localities on June 21 when typhoon signals for tropical storm “Falcon” were not yet raised. The fisher folks were expected to come home on the 23rd of June, but were caught by the typhoon in the high seas.

Philippine Navy vessels, “Islander 310” and “PG-112,” including a Navy aircraft, were returned to base on Wednesday (June 29) the OCD said Thursday.

Of the Catanduanes based fishermen, only one survivor, identified as Prospero Tabios, was rescued. He said they were in a group of 3 motorized fishing boats when they were caught by the typhoon.

Tabios said their vessels were swept by giant waves and sea currents to the coastlines of Northern Samar where the Navy vessels have searched since early this week.

Prospero Tabios (not to be confused with Paquito Tabios who is still missing) joins Joselito de los Santos, Joey Mendoza and Jenan Mendoza, all fishermen from Pinagtigasan, Vinzons, Camarines Norte who lived through their ordeal at sea during typhoon Falcon and were later rescued.

Chairman of the RDRRMC, Albay Governor Joey Sarte Salceda, stresses that a reliable early warning advisory should be put in place in coastal localities of the region to prevent further loss of lives in Bicol fishing communities and a relief program for families of fisher folks should be promptly implemented during typhoons to encourage fishermen to stay with their families rather than risking their lives at sea to earn a living.
